Exactly, I'm talking about Telegram server-side.

If you want to self-host : you have to develop your own implementation of the
protocol.

If you want to use your own authentication services (i.e. if the ones from
Telegram company are down), it's not possible.

There are alternatives, as XMPP, that has proven it's efficiency since years.
