 The body of European network regulators (BEREC) has just
published a consultation on net neutrality along with three draft
reports. The deadline is pretty soon - we have to send answers until
the 31 July 2012! Commissioner Kroes has just published a (very
enraging imho) blog post
<http://blogs.ec.europa.eu/neelie-kroes/netneutrality/> saying that
there is basically only a problem of consumer choice, following her
line that it should be easier to switch service providers. She sees no
need to "force each and every operator to provide full Internet" and
thinks that DPI might "raise privacy concerns".

Anyway, here's the consultation:

1. BoR (12) 32 - Guidelines for Quality of Service in the scope of Net
Neutrality - Draft for public consultation
<http://erg.eu.int/doc/consult/bor_12_32_guidelines.pdf>
2. BoR (12) 33 - An assessment of IP-interconnection in the context of
Net Neutrality - Draft report for public consultation
<http://erg.eu.int/doc/consult/bor_12_33_ip_ic_assessment.pdf>
3. BoR (12) 31 - Differentiation practices and related competition
issues in the scope of Net Neutrality - Draft report for public
consultation <http://erg.eu.int/doc/consult/bor_12_31_comp_issues.pdf>

An explanatory paper
<http://erg.eu.int/doc/consult/bor_13_34_public_consultations.pdf> on
the consultation has been published together with a snapshot on the
following issue: A view of traffic management and other practices
resulting in restrictions to the open Internet in Europe. Findings from
BEREC's and the European Commission's joint investigation are available
here <http://erg.eu.int/doc/consult/bor_12_30_tm-i_snapshot.pdf>.

The public consultation on the three documents is open until 31 July
2012. Responses can be sent to the BEREC Program Management mailbox at
pm  berec.europa.eu <mailto:pm  berec.europa.eu>. Comments should
preferably be given in English.
